    IDC and the Partner Support Center (PSC) are both available to help states with IDEA Part B 618 data needs. However, each center has a different primary purpose. This resource helps guide states about contacting IDC or PSC when they have Part B 618 data questions or concerns.

    What's in a sample: When to adjust your sampling plan!!

    IDC staff joined the NPSO Community of Practice call December 11 to present examples for states to consider that would constitute a change of their sampling plans. Staff explained how states can get TA on sampling from IDC. The call also offered a refresher on the NPSO sampling and response calculators that states can use for their SPP/APR work.

    The Power of Data: Leveraging the Role of Data Managers to improve Results

    This session examined the strategic role data play in state agency decision making by exploring how data managers can more effectively use their role to promote public reporting, data awareness, data utilization, and systems change. Presenters paid particular attention to data governance, cross-department information sharing, timely data access, distribution, usability, and analysis, along with examples of best practice from practitioners in the field to ultimately improve student results.

    Statistical Methods for Protecting Personally Identifiable Information in Aggregate Reporting

    This SLDS Technical Brief examines what protecting student privacy means in a reporting context. Current reporting practices are described and each is accompanied by an example table that is used to consider whether the intended protections are successful. The Brief illustrates that some practices work better than others in protecting against disclosures of personally identifiable information about individual students. The Brief concludes with a set of recommended reporting rules that can be applied in reports of percentages and rates that are used to describe student outcomes to the public.

    Minimizing Access to PII: Best Practices for Access Controls and Disclosure Avoidance Techniques

    This case study illustrates how specific provisions of the FERPA may be implemented. The case study uses fictional agencies, does not address individual circumstances, and does not consider additional legal requirements that may be required under other federal, state, or local laws.

    A Review of State Approaches to IDEA Reporting Coordinated Early Intervening Service (CEIS)

    IDEA allows, and sometimes requires, LEAs to use funds provided under Part B of IDEA for CEIS for students who are not receiving special education services. There are multiple data collection and reporting requirements associated with the use of these funds for CEIS. IDC staff review how a diverse subset of states and their LEAs are working to meet those requirements. Both aggregate and student-level reporting approaches are reviewed.

    Public Reporting of Section 618 Data: Regulations, Processes, and Pitfalls

    IDEA requires that states publicly report Section 618 data. To assist SEA special education directors and data managers in meeting these requirements, IDC is developing a TA tool to simplify regulatory language and requirements into one document that includes process tips and pitfalls. The presentation highlighted existing practice across the country and provided opportunity for attendees to review the current draft of the proposed TA tool.
