    CEIS Practice Guide

    The CEIS Practice Guide provides two scenarios each for voluntary CEIS and comprehensive CEIS. Each scenario describes an LEA’s implementation of voluntary or comprehensive CEIS and how the LEA or state could track the amount LEAs reserved for voluntary or comprehensive CEIS, the activities conducted using IDEA funds for voluntary or comprehensive CEIS, the target group of students, and ongoing student-level data about special education services. IDC and CIFR collaborated to develop the practice guide.

    Equity in IDEA Final Regulations

    The final regulations under Part B of IDEA, effective January 18, 2017, require states to address issues related to significant disproportionality in the identification, placement, and discipline of students with disabilities based on race or ethnicity.

    Equity, Inclusion, and Opportunity: Addressing Success Gaps, White Paper

    This white paper focuses on elements of equity, inclusion, and opportunity that can minimize or eliminate success gaps among different groups of students. It provides the research-based background that guided development of a complementary rubric that schools or districts can use to systematically examine the root causes of success gaps among groups of their students. The white paper has been updated recently and now includes considerations for children as young as preschool.

    Examining Part C Exiting Data Variation

    Using national averages for each of the exiting categories, this white paper helps state personnel examine differences in their Part C Exiting data. The paper explores Part C Exiting data category definitions, as well as general and specific trends in Part C Exiting data. It also includes suggestions for possible strategies to improve data quality, including clarifying policies and definitions, documenting procedures for implementation of policies, and developing training materials related to reporting exiting data.

    Part B State Performance Plan/Annual Performance Report 2014 Indicator Analysis FFY 2012-13

    The report presents a national quantitative picture of the implementation of Part B of IDEA based on a review of FFY 2012 APRs for the 50 states, commonwealths, territories, and the BIE.

    Part B State Performance Plan/Annual Performance Report 2015 Indicator Analyses

    The 2015 SPP/APR Indicator Analyses for Part B presents a national quantitative picture of the implementation of Part B of IDEA based on a review of information 60 states and jurisdictions reported in their FFY 2013 Annual APRs. For the purposes of the report, the term “state” is used for both states and territories. The report, which covers Part B Indicators 1 through 17, can be downloaded in Word format.
