Beginning in 1990-1991, States were instructed to report students in regular class, resource room, and
separate class placements based on the percent of time they received services OUTSIDE the regular class
(<21, 21-60, and >60, respectively) instead of the percent of time they received special education.
Reporting on autism and traumatic brain injury was required under IDEA beginning in 1992-93 and was optional
in 1991-92.
For the 1998-99 data collection, the form was revised to add separate categories for reporting the
educational placements of preschool children.
