Population data for 1997 through 1999 are July estimates downloaded from the Census website in July 2001.  These
data are based on the 1990 decennial Census.  For 2000 through 2002, population data are July 1 estimates, released
October 2003.  These data are based on the 2000 decennial census.  The population estimates are from the Population
Estimates Program, U.S. Census Bureau, Population Division.

For the Transition From Part C section, the percentage is calculated by dividing the number of children reported
in each transition category by the total number of children who transitioned out of Part C (the sum of the number
exiting because they were Part B eligible, were not Part B eligible but exited to another program, were not Part B
eligible and exited with no referral, and did not have their Part B eligibility determined) and multiplying the
result by 100 to get a percentage.  For the Exit Prior to Age 3 section, the percentage is calculated by dividing
the number of children reported in each Exit Prior to Age 3 category by the total number of children who exited
Part C Prior to Age 3 (the sum of the number exiting because they completed their IFSP prior to reaching maximum age,
had died, moved out of state, were withdrawn by a parent, and were not successfully contacted) and multiplying the
result by 100 to get a percentage.
