Part B Maintenance of Effort and Coordinated Early Intervening Services

States reported on each local educational agency (LEA) and educational service agency (ESA) that receives an IDEA subgrant under section 611 or section 619. States also reported the determinations made under section 616 of the IDEA, reductions in MOE pursuant to 34 CFR §300.205, CEIS funds used pursuant to 34 CFR §300.226, and the number of students receiving CEIS and special education services for each LEA/ESA. States also reported the amount each LEA or ESA reserved for CEIS during the reporting period; however, States have up to 27 months to obligate these funds for the provision of CEIS. States reported these data to the U.S. Department of Education’s Office of Special Education Programs (OSEP) for the first time on May 1, 2011.

States reported determinations by LEAs/ESAs, using criteria developed based on guidance from OSEP and in conjunction with stakeholders; thus the criteria for each determination varies from State to State. Each State received a determination from OSEP. These determinations are based primarily on the compliance indicators in the Annual Performance Report (APR), submitted to OSEP on, or about, February 1 of each year, along with other publicly-available information about the State.

In each data file, there is a date at the top indicating when the file was created. If the file has been revised or updated, those dates are also noted at the top of the file. For revisions and updates, only the most recent date is noted.

Revised = Data are changed due to coding error, error in cell suppression algorithm, or data validation.
Revised (F) = Changes made to format or labeling only; (F) after date at top of file.
Updated = Data are changed to incorporate new data from one or more states for the specified year.
